Thanks to the Sri Lanka Gem & Jewellery Association (SLGJA), working with the National Gem & Jewellery Authority (NGJA), the Ministry of Industries, and other key departments, a Tourist VAT (Value Added Tax) Refund Counter has just been relaunched on July 4th, 2025 — “a major step forward in enhancing the shopping experience for visitors to our island.”

A Boost for Tourism — and the Gem Business

The relaunch is part of Sri Lanka’s push to grow its tourism economy and bring its retail environment in line with global standards, especially in the gem, jewellery, and luxury sectors. The timing couldn’t be better — international buyers attending the 2026 January FACETS gem & jewellery trade show will now be able to reclaim VAT on qualifying purchases before they head home.

VAT Refund Boost for Gem & Jewellery Buyers

Ministers Sunil Handunneththi (Industries & Entrepreneurship Development) and Anil Jayantha (Labour and Deputy Finance) cut the ribbon at the new Tourist VAT Refund Counter, located in the departure lounge at Bandaranaike International Airport, which allows eligible foreign visitors to reclaim VAT on qualifying purchases before departure. This latest incentive should make Sri Lanka’s gem and jewellery trade more competitive with other world shopping destinations. (See Eligibility Requirements below.)

Who Qualifies

Buyers spending at least Rs. 50,000 (VAT-inclusive) at registered merchants can apply for a refund before departure. Industry leaders say the move should encourage more high-value purchases, boost confidence in Sri Lanka’s gem and jewellery market, and ensure visitors leave with both treasures and good memories.

▻ Foreign nationals aged 18+ staying fewer than 90 days
▻ Purchases of LKR 50,000 or more (VAT-inclusive) from registered merchants
▻ Original receipts and goods must be shown for customs inspection at the airport

Industry leaders expect the move to encourage higher-value buying, build confidence in Sri Lanka’s gem and jewellery market, and help ensure visitors leave with both treasures and good memories.
